The honest answer is that it depends on your stage, and the listicles ranking for this phrase are mostly paid placements. A pre-seed startup needs a fast, cheap site and should not buy a design system. A Series A company with a marketing team needs one badly. Ask any agency which of those you are, and be wary if the answer is always the expensive one.
What is the best website builder for SaaS?
For a launch site with no team behind it, Webflow or Framer are genuinely good and we will tell you to use one.
